The payment mc will ask the Minautor King would be to use the point but because he started from the 99th floor, he cannot go down, he needs to go up but there's only 99 floors so he needs to go to the first floor first. He'll be able to get to the first floor using a land document but after a few chapters, if I remember correctly it should be somewhere around 400+ in the novel, I've read to the current so my memories might not be that specific anymore. Also, there was no mention of him going up by hunter standards as he goes from one floor to another using land documents.
