as far as i memory know, I've read it from a spoiler forum before, if you read the chapter wherein there's this bird that's locked up in a cage (that its color is exactly the same as penelope), they depicted it as derek wanting penelope for himself, he wanted to isolate Penelope so she can lean on him and only him. afaik as i can remember, he actually likes her more than that of a sister that's why he can't accept that penelope as her sister.
