I think the reason saitama is not showing up yet is because the “main boss” has not shown up yet. These villains can still be defeated by the class S heroes without saitama’s assistance.

    I don't think that monster was the main boss since the giant girl that tatsumaki fought was said to be stronger. The author might be planning to add a stronger villain in my opinion
