While he has the means and the ability to save the world, it's clear he has trauma from what had happened to him and his comrades before. Not only that but its pretty clear that he hates the pressure( and responsibility) that comes with being the top hunter.
It doesnt mean he hasn't done shit though as in the first chapter he'll still defeat a monster if its around civilian areas before calling the monster in. While I do see why he should go out and save people I can also see why he WOULDNT want to considering the baggage of issues and responsibilities that come with them.
I mean, we're living in a world where food was finally enough for everyone but there are still millions of people starving because a few people horde the resources. I think him wanting to retire is saint compared to these bastards.
