Hm.. I got a theory.. if she is a Fairy Queen, isn’t it possible for like her spirit was exhausted so she becomes these small soul particles roaming around until it got enough strength to materialise her scattered souls into that of a small human shaped body. But the there was side effect after that, pieces of her memories was jumbled and sealed here & there, including her power which either sealed or not recover yet. So like it is not reincarnation. It just memories loss.
She know that her name is Dian, she said she was orphan, but I believe she just woke up one day and found herself in the middle of the street without any other memories but her name only. She believed that she was a human child without parents. The reason why the 3 heroes stories was the one keeping her to stay alive and cheer her up is because it a story about her and her 2 beloved person. Even if she have no memories, she still can feel some connection without knowing.

i actually suuuppper like this simce the actual protag isnt someone who leeches off of others to help her, and she actually smart and intuitive!! :) i hope it gets more updates soon
