I think the number were rounded off (or up), that's why there's missing 1%.
It was just like, how 1/3 is accurate than 0.33333333333333333 (even if you added infinite number 3)

Or the 1% is the outlier
Maybe they're the ones who didn't get tested if they're either beta, omega or alpha just like in real life there are people who doesn't have birth certificate so they don't "officially" exist but they're there.
