Nakayama Masaaki is great at creating tension and making you paranoid. I really enjoyed Fuan no Tane (and its sequel). I've heard great things about Kouishou Radio, too, though I haven't read it yet.

Obviously Junji Ito is a must read. My favorites I'd say are Weeping Woman Way and Human Chair.
