That's actually an interesting theory, though I thought of it in the terms of "someone is willing to challenge me and what I do rather than going along with it out of fear" because we see him comment about hating to be feared by teach too throughout the entire manhwa. I don't think he knew before that he was wrong, not that he thought he was right he just didn't think about it. It's efficient, it kept people safe, it kept the town standing.
Then teach challenged his method unlike anyone before and Guwon was willing to accept his judgement and see that he was wrong. In my mind, it's like Guwon JUST realized that this is wrong. Like when you teach a kid that hitting a pet is wrong. To the kid, they didn't actually think of their actions were bad, not that they had a moral awareness, but being told that it's bad is when they're like oh so this is bad.
