Bingo! The translator's notes at the beginning explained that this manga is set in a region known for their thick and rather disrespectful sounding accent. The whole thing was written in the regional accent, and to stay as true as possible to the Mangaka's intent the translator picked an equivalent American accent -- thus the "ya's" and "yer's". So while it might be annoying if you're not used to the accent, or aware of the reason, it is actually a translator going above and beyond for us and the integrity of the translation.
