Its not that easy to say "i like you" because he (the uke) didnt know that he (the seme) like him (the uke ) or no so if he confess and the seme actually dont like the uke then their relation ship will be broken or awkward .
And since we were the one reading it and know what is the seme feeling that is easy for us to say "i like you" to him since we know they both love each other , but from their viewpoint they dont know that they like each other .

Yep its definitely hard to confess to someone you really like or love plus in their relationship its extra hard since the uke is so dependent to seme and he might lose himself if things went sour. If he's gonna try to confess he needs to slowly become independent to ready himself for the worst.
