- The sister is Rio’s mom, because in http://www.mangago.zone/read-manga/gin_no_kutsu/nbt/97deb765f3fa5a29/Vol1_Ch1/20/ , the dad is talking about Jun’s personality traits, and how he has inherited his dad’s traits. However, the dad also mentions how Jun has traits of the sister, implying that the sister is Jun’s mom and that’s how he inherited the trait of ‘meanness’. (the dad calls the sister ‘senpai’, implying a relationship with the sister). Notice how he doesn’t reference Rio at all when mentioning traits that Jun has inherited from his parents, which would be suspicious, as if we were to assume Rio as the one who gave birth to Jun, he would be the one referenced to Jun.
- The sister, in the same Chap 1, is mentioned multiple times that she’s doesn’t want to stay in one place. It’s even explicitly mentioned that she doesn’t want to come back and have a ‘family’ and a ‘home’, which, assuming she is Jun’s mom, means that she isn’t interested in raising Jun and being a part of the family.
- Rio, on the other hand, is mentioned multiple times in Chap 1, Chap 4, and many other chapters that he wishes for a family and a ‘home’. It’s understandable why he would step in his sister’s place to give Jun a stable family and for Rio himself to find a home.
- Also notice how Rio never lets Jun see himself out of the chicken costume (even when he has a heat stroke in it because he’s so hot). He also never talks to Jun in the chicken costume, possibly to hide the fact that he’s a man in there, and not the sister.
- Some commentators have said that the chicken costume might be a security blanket to Rio, as he might be scared of kids or traumatized or something, but it’s shown that Rio talks to the dad fine outside of the costume. He’s also fine talking to other kids, as in the orphanage backstory chapter where he talks to angery boi, and plays with the baby, and talks to the orphanage staff.
- As to why no one cares that there’s a huge chicken taking care of a kid? I’ve got less evidence for that. Jun and the kids might be too young to remember what his mom (the sister) actually looks like (possibly the sister abandoning him at birth) and thus always thinks the mom has been a chicken. You’d be surprised at what kids accept and just roll with.
- The adult friend accept it because they’ve been told the story (as it seems the kids have been friends for awhile and thus the parents would have interacted with each other often) or just respect the family and leave them alone. This also might be an insular and small community, where everyone knows each other and thus accepts Rio. But also, I think Rio doesn’t leave the house much? Seems like he works at home (aka why angery Rei was called to babysit while Rio had to get some work done at home (Chap 4)).

Oh shit, I never really answered your question. Uhh, it’s basically the TLDR, Jun might be traumatized if his mom left him and Rio saw another abandoned kid (like his past self) and stepped in. He doesn’t want to ruin the fantasy of a mother to Jun, and thus dressed in a chicken costume so Jun doesn’t realize it’s not his mom with him.
