I think it has to do with him being basically a kid. he has took a liking to him ever since he set a foot in the palace and he has always had him by his side. He relies on him a lot. I don't think he's doing what he does to manipulate suu. It's more like he genuinely doesn't know that what he did was actually bad since he doesn't have the concsiousness a normal human being would have because he is a dragon and not a normal person .
