Nope. Firstly, Jinwon and his friends are much older and have presumably been friends for many years so it would be weird for him to be hanging out with the new glasses guy. In chapter 40, the black hair guy is completely different in appearance as well. Noticeably, he has different glasses shape, he has a mole on his face, and he has a darker/black hair colour. I suppose the one thing that makes them look similar is the hair style (and the glasses if you don't pay attention to the shape).
