I think the age of consent works when both of them are minors
Like a 14 yr old and a 13 yr old or smth like that
And the age of when adults can actually get with them is another thing

Age of consent doesn’t = you’re allowed to have sex with everyone and anyone. It has to be with people in a similar age range or the same age. It would be illegal for somebody in first year of high school to have sexual relations with somebody in university. Idk what lead to this misconception age of consent = all ages
