Yupp, thats why they treated her poorly in the first place, the brothers just knew that Penelope wasn't their actual younger sister due to her dark pink hair that didn't resemble anyone in the family. The servants in the household just found no point in serving her since, she held no actual power or influence in the family; the father didn't give a damn about her so they neglected her.
