Yuha actually saved Hari first and Hajoon saved the bitch girl. Hari cut the both of them off but since Yuha is consistently pursuing (bothering) Hari, her feelings changed. A lot of things are happening around Hari but Yuha confessed on ch. 52

Is it just me or was the ending kind of anticlimactic
I think it's fitting, I mean there's no fighting scenes and such but she went there to punish the corrupt nobles to reform her country. If she went and killed them all, I think that'll backfire and that'll be what the previous empress would of done.
