She did love him but never to the extent of how much she loved Carcel. She was miserable after she married Emiliano too since they had to fight poverty and they were constantly on the run. I feel terrible for Ines in that timeline because she had to see her son die in front of her eyes too which is incomparable amount of pain. Emiliano might have loved her a lot but truth be told, only love isn't enough to make someone happy in the long her, especially given how broken she was. I feel like even after she had his love, they never had the stability which is inevitable because he was a commoner. So no matter how much he tried, he'd never win against the powerful nobles. As much as I love Emiliano, it's true that they'd only make each other miserable if they were together.
