not his brother.. the hair color isn't the same as jian yi's father at all. also it wouldn't make much sense.. this brother has his feelings so detached from jian yi,.. you can tell he doesn't care about jian yi on a personal level at all, everything is just orders and it also wouldn't make sense because why would his parents only have jian yi away from this world (even if only for a little while since his father wants him now) and not care about the other son. jian yi's dad also sends him to protect jian yi it seems so... it'd be weird to care about the protection of one of his children and not the other as well. even if he did come from another woman, again he doesn't show any interest in him in a personal level that one might show if he actually were a brother. jian yi is an only child and brother qiu is just his father's underling.
