I agree with everyone that Maya won't want to do anything with Ruka, and that Ruka is going to try something with Maya.
But even if Maya turns him down, Ruka seems like the kind of passive-aggressive guy who'd keep him later and later and make offhand comments to Nemu about Maya that makes it seem like he's cheating. Once you make someone think that, it's impossible to get rid of that notion. Nemu's so insecure that he'd believe it.
Plus Maya tends to talk about how amazing Ruka is anyways, so Nemu might just be feeling really inferior and like he needs to be better for Maya while Maya is pretty oblivious.

Was rereading the werewolf arc and I realized something:
The German reaper says that Ciel's lineage might be the reason he can see reapers, right? As he says that, he's looking at a family tree where Claudia Phantomhive's name is. Now where have we heard of her before? In chapter 66, where we learn that among the Undertaker's chain of mourning lockets, there is one for a Claudia P, who is confirmed to be Claudia Phantomhive. Now, Claudia was born a Phantomhive, and the mother of Vincent, meaning she brought someone into the family, rather than marrying in.
My theory? Claudia married the Undertaker (or some other supernatural entity like a demon), which would explain his attachment to Vincent and to Ciel (because he had tons of opportunity to hurt him and instead helped/played with him).
