If you are always procrastinating, sometimes it's because you actually suffer from ADD or ADHD. It's a type of disease in which you either have problems due to concentrating due to inattention (ADD) or hyperactivity (ADHD). Most often these types of people have trouble in school when they are young because they can't "settle down" or won't "pay attention" but it's because their brain isn't working correctly. This is a hereditary disorder, and if you have it it's not your fault, but the fault of your genes, so blame your parents if you want to blame someone. Sometimes if a person with ADD/ADHD has a high intellectual capacity, the disease is not diagnosed until you become an adult and having difficulty in various college or job situations. Usually, you'll have trouble managing your personal time, and end up procrastinating by default. If it's left untreated, you can end up failing your classes or losing your job because you simply can't complete a required project within the set timeframe. Basically, someone with this disease can only concentrate for long periods of time if you're really interested in the subject matter (reading manga), and if you're not interested it becomes a hell mode of difficulty to concentrate on a task (can't pay attention in class, fidget all the time, your employer always complains that you have trouble listening). I don't know if you're just a regular procrastinator (lazy person) or someone with this illness. If you have real troubles in life that are difficult to solve due to a serious procrastination problem, you should see a doctor for medication or some other professional treatment methods (the doctor can teach your how to manage problems with time mangagement and procrastination!)
