I really like Brother Hal to Lippe but..... I like Rias more, I mean He likes her but he also think about the future. I think og story is that Rias Rebelled against empire. And the throne must be in Rias place so he have a rights but.... the more he attach to Lippe the more Lippe life be in danger. and he knows that so all this years (2nd timeline) he always stay away from Lippe.
