How to upload new manga? Not a new chapter of an already existing manga but entirely new that isn't on mangago
Try on the bottom of the front-page: Contact US
Just go to any manga page then click at flag on the left screen edge to leave link/file/message. Choose "Other". If the author already have manga page here, just go to that manga page.
When I said to leave link/file/message it means to upload your chapter(s) to a sharing website like MediaFire, Mega or Google Drive
