I guess what's so iffy about that woman is that she messes around with men without actually informing them that she sleeps with multiple men at the same time. Although her biological father isn't really acting like a proper father yet, Phil's relationship with him is much more relaxed and natural than the emperor. She doesn't have to pretend to be a good kid, she can just be herself. On the other hand, even though the emperor truly treated her as his daughter, she basically had to put up a front in order to be accepted. I feel a bit sad for the emperor but his fault for saying those things about a child.
