There's a possibility that Rion (her soul) is inside Uzuki (and some other too) cuz as one of their gang said (the woman) the orphanage they're in was doing an experiment on them, makes sense why they are very strong when they never went to jcc to train or learn being an assassin, and there's still 2 more sus members left. Plus the 2 disappeared and when Sakamoto found them she's dead, so there's no knowing how long she has been dead, so they might have time to talk it out and come into agreement, "Rion"(in x's body) did say she gonna explain it to Sakamoto, maybe she or Uzuki is asking help or something from sakamoto hence why they need to get his attention via putting 1billion on his head, which got his attention...
