from my perspective and understanding, I guess this is a cycle in which they all try to save haru, like what seiji did but ultimately fail. the staircase that seiji find, he probably went there before time restarted again, only this time, he's gone from everybody's memories. Only Haru has memory of him, just bits though.
the guy with the patch is probably Ritsuka's twin. I mean, they obviously look alike. the only difference is that patch guy has two moles whilst Ritsuka only has one. He's also probably been watching the cycle unfold, that's why he said that one line.
Kazaha, the said "brother" said that Haru wasn't her real sister because of what his mum said (check ch.8). she said that their daughter died. And obviously, with the hair color, I'm suspicious as well.
