Those werent innocent people though, theyre people tryna sell their own country. If they do sell that information, theyre the ones killing innocent people. Just like he said, enemy countries are just waiting for justification to attack them. They know what will happen if they sell off their own country, thats why a lot of them are reluctant to agree to that idea. Unfortunately, a lot of them are indeed innocent but the way the information was relayed back to them, made it seem like apart from the whistle blower, everyone else was in on the idea.
The MC keeps talking about all this revenge every chapter when the only thing he's "getting" is a sore ass and whip marks.
