Younger generations (like most of the manhwa artists/authors are) are more open minded, but the country is currently controlled by ultra conservative groups. The current president is supposedly liberal, but he won't do anything about gay rights because there are too many powerful conservative lobbyist groups.
Cities outside of Seoul have tried holding pride festivals, and the city governments will either cancel them or not issue permits for them. If the city does approve them, violent protestors will shut them down (this happened in Incheon in 2018 when I lived there. The protestors barricaded the venue for the festival, trapped participants inside so they could not leave for upwards of eight hours, acted violently towards people who tried leaving. I wasn't there only because I got sick that weekend. Police at the time did almost nothing to help).
Unfortunately, there is still a long way to go for Korea in regards to LGBT+ rights.

To be honest, no place is free of discrimination...not even the US. Gay marriage isn't even legal in all the states. When there are gay prides, there are protestants marching out and protesting the pride parade. In sweden, some people still get ostracized even by their own family although gay marriage is legal.
