If I remember correctly Sovieshu planned to make Rashta queen for a year after she gives birth so her child can become king in the future by divorcing Navier and then remarrying her later on because he thinks Navier is infertile. But then Navier only overhears the part about divorcing her not the remarrying part.
Navier will never allow it even if she hear that the emperror will marry her again. The amount of humiliation that she experience with Sovieshu and trashta.
Its like the beggining of "the abandoned empress" where the emperor and the mistress where happy in love while the queen do all the work
