That part confused me a little. Was the child Liam and he grew up that fast in a month? Then why did he started aging slowly all of a sudden? But you have a point that it was someone else. If that's the case then who knows how many of them are out there.

but obviously liam and his abilities has SOMETHING to do with age. we don't know anything really about abilities or magic in this world. it's entirely possible it's liam, because she didn't see both at once.

I feel like Liam was brought to the facility as a child and was mistreated and experimented on, and the experiments resulted in his sudden aging and his powers and how his aging stopped
This is mostly based on the term "research facility" and the nightmare he had (in ch15 I think) where it depicted what looked like the child that the lady described (who I assume to be young Liam) caged and lying on the floor thinking things like "it hurts all over" and "it's hot" and then it shows the guy with long hair (Liam after he gained powers and transformed ?) Before the dream ends
