Not once does Lucio commands or contradict Rizi's will. The only reason Rose lasts as long as she does in the novel is because of Duke Ephreney. If she didn't have the backing of the most powerful family, Rizi would've beheaded Rose at this trial. Lucio did not and would not have stepped in to save her.
