First read through, I'm a little confused but what I think has happened is that the mermaid has been around for a long time and she is intrigued by the humans so she tries to fit in with them but since she doesn't understand how human thoughts and emotions work, the humans tend to shun her. As a result she thinks that if they are the same they will accept her so she has a "curse" cast on the town to where everyone who lives there is content with their life and never wants to leave. Like a body of still water.

Still don't see where the yuri comes in to play...
