I don't quite understand what they are talking about. I can't seem to follow, it's like just some highlight story telling & forget the in-between...
And why does the state think that late bloomer guides are a threat? What's the difference? Are they afraid they can't control them, as they power-up the Espers or something? It doesn't make sense to me...Shouldn't they rather fear on Espers without a guide more?
