Tomodachi no Hanashi has romance but it’s ultimately about friendship. It’s a wonderful story of friendship between the two female leads. I super recommend it.

Some years ago I remember starting this webtoon on one of those webtoon apps, but I never got round to finishing it. A brother and sister, twins (I think), come down from heaven to earth to go help people or to get a part time job. They come across a guy and their mission is to help him get together with the girl he likes. Something along those lines.
