Idk, I just assumed it's his father.
If I remember correctly we have only seen him from behind in B's memories and they both have a similar haircut (as well as color); honestly,in my opinion, the unknown man and B look a lot alike

And another point is that now, in the present of the story, B's father must have matured and the Unknown man seems old enough to me to be his father.
