It’s because he found the notes Dr.Seok wrote which could seem him as a rebel.
1. He’s mad because the garden of Eden experiments on his comrades so imagine him finding notes that could potentially mean dr. Seok was gonna rebel
2. He cares about dr.Seok and if anybody else found those notes, dr.Seok would’ve been executed and hes angry Dr.Seok would write something like that after Major telling him numerous times to stop looking more into it.
