They don't outright say it but I think they mutually know. They have a lot sexual tension and chemistry. As of S2 u have Shin saying they can run away together, if that isn't romantic then idk XD
This is a couple that operates on actions, not words. And literally, Jake keeps reminding Shin that they're together so it's very unambiguous even if they haven't outright said "will u be my boyfriend uwu?"
It's kinda clear that they're together, it's just not in their character and overall too cringe to voice it out loud. They're too cool and mature for that
