Just the same when yuuri is topping. The artists tend to turn him into an overly muscular guy, and make super sassy, smaller viktor when it's obvious viktor is more muscular than him.

It's not about him being *smaller*. I know he's smaller than Victor. It's about making him shota. Like he's 24 and not 12 years old. And in most douji where he's bottom he looks like barely out of elementary school. That's the problem I've got with those douji, not the (real) fact that Yuuri is smaller than Victor.
