Yes. Just because a person reaches the 'legal age' doesn't automatically mean that they're adults. I feel like the connotation of the word 'adult' is strongly related to a fully developed person or a fully grown being. That being said even these said adults are not quite done with their development. Improvements, changes... they happen everyday. So......
