What country is this from? Looking at their dresses is it from Scotland?? I'm curious
So I think the country and lands they're in are fictional, but as for the dress it looks very medieval or late medieval, or at least like it takes a lot of inspiration from medieval style. Definitely with a fantastical tilt, and not nearly as many fancy head-dresses, but the fashion in this story gives it a unique aesthetic compared to other pseudo-historical fantasy romance webtoon out there. So basically it looks Generally European, not necessarily Scottish, But take my opinion with a grain of salt, historical dress is my passion but not my discipline of study so I could be wrong.

It's like the abandoned empress, but the FL lead past life is a true villainess, and the emperor is just like the one in the abandoned empress. I think I can see where this goes, but I do like the FL trying to fix her actions, but to me I guess I'm over this kind of stories.
