I don't think its a filler its just the chapter either being translated in parts, or being released in parts and that's how they are translating it.
that's really odd....
it is but several other mangas do it like this to update slowly like One Punch man or Mob Psycho 100. They do 97.1,97.2...etc.. and then they'll sunddenly release a whole chapter the next time
