HUNCH 1: Fan could be an illegitimate child/half brother of the male lead
Evidence: (1) The similarity with the male lead, from hair, eyes and somewhat the threatening aura. (2) I think the reason Fan stayed is because he found out that Clea made a political marriage with the ML, that could also be the reason why he said in the recent chapter that he wants Clea (in quite a joking manner) so he will possess something precious from the ML.
HUNCH 2: He knows what's going on with Clea & the killer
Evidence:(1) During the first banquet, when Clea heard something about the killer, Fan was on the tree outside the palace and said something like "You have something more to worry about Clea".(2) He came at the same time Clea was thinking about her plans to catch the killer, literally out of nowhere. (3) He then opened up the topic of 'you're not the real clea' then blabber about still staying on her master's side no matter what.
So yeah, It's just a hunch based on what I read so if you have more evidences or theories that's great. I just think that the author purposely made Fan suspicious to be an antagonist but since we were only shown three strong characters, I think it's too early to decide that he's the main antagonist
