No one pressed charges because he (his mom) paid generous amounts of money to keep their mouths shut. Yohan got the cafe because Byung caused him to go deaf, so it was basically hush money. Byung isn't allowed in the cafe until his mom dies, which angered him a lot.
I think this might change when he comes for Soohwa, but we'll have to see :)
