It may be confusing right now, but it hasn't stalled. The confusion appears to be a matter of complexity, not floundering around for plot. It will make for a more satisfying conclusion when everything is resolved. I don't know if the conclusion will be romantic or not, though. I think the Empress' advice to her sister to get married seems to indicate budding love though.
