It's actually less of a cultural thing and more of a ballet things. I've done ballet before and it is actually extremely discriminatory. After you've graduated dance school, and getting into a company is hard enough in itself, many companies are actually looking not just on performance alone but also on looks. You see, in ballet, it focuses around the philosophy of aethetics and grace, which is why going en point has been such a thing and on why most point shoes are skin tone, it needs to match the skin to make the leg more extended. And that is why being fair skinned is mostly desired in ballet, because being tan makes your point shooe and your skin mis-matched which is less desirable. It's a sad truth.

That's not why they said it though, it's because of the beauty standard they were taught with tan skin being a negative thing (big yikes). They're kids and probably don't know all of this.
If you watch asian dramas this is a common attitude. I find it kind of sad, but also find western ideas of beauty sad and oppressive as well. It's been like this throughout history across the world, the ideas of what is beautiful changes but seems important at the time to many people.
