I was thinking that Mugo was the initial sacrifice and he became fused with the snake deity. They were talking about how omegas were looked down upon and sold as property so maybe the omegas banded together to sacrifice an alpha to the snake deity and once Mugo fused with the deity, he started asking for omega sacrifices instead??
