It is the main plot. Rishar is working hard to bring down House Herace by working as the police. Once he gets to the root of this drug then he can hold it over House Herace as they are the ones in charge of all trades. When House Herace loses powers then imperalists gain it and thus the King would be able to make decisions that everyone else agrees with aka who gets to be the next king.
