This is just me speculating, but I think Hyundo asked if he cheated because he and Jiho weren't in an official relationship. From Hyundo's perspective, him going out with other girls wouldn't be cheating because him and Jiho are only messing around. But from Jiho's perspective, he thought they had something more. It would explain why it sounded like his confession to Taeyeon was his first too.
i just realized "do u think i cheated?" could mean either "do u think what i'm doing counts as cheating" or "do u think i'm lying about what i'm doing", i was thinking it was the latter but u made me realize he might be saying the former !! that makes hyundai make a lil more sense at least
