Well Sayuri bullied that teacher too and even used her parents wealth and connections for some horrible stuff, so yes it is understandable she is hated most teachers are scared of her though, only the blonde one is doing some shit, also when there's someone who worse you will obviously focus on them since Shiraishi was even being bullied by her.
