I’m not really sure because it seemed like he hated him at first but in the end I think Simon was the only one Gale ever kinda cared about...Gale did save his life and helped him out several times.
There were a few loose ends. I read in the comments somewhere that apparently the author was facing pressure (from fans or the publication?) so things got a little rushed at the end.
