Hinata (black hair) is the one that got harassed. Seiji (light hair) is trying to distance himself from Hinata because after finding out that a man touched Hinata the same way a man would touch a woman, Seiji wanted to also touch Hinata. This was because Seiji loves Hinata (both of them like each other) so it's not the same as the old man. But Seiji doesn't know how Hinata feels and is distancing himself because he things that he will end up hurting Hinata like that perverted old man. So he wasn't being mean to Hinata but it was to control his desire to be with him.
